add make #133

GNU Make (conda package make) is not currently present in Jaspy. This has not been an issue on the sci machines because it is provided by the OS, but on other platforms (specifically, the JASMIN notebook service) the absence of make seems the likely cause of the failure of the pip install cf-python to compile the C code needed for PP reading. Hence labelling this issue as bug rather than enhancement.
