Add new "admin" page on accounts portal [MP]

inputs:
- a list of e-mail addresses
- a list of JASMIN "roles"
outputs:
- a CSV file, showing, per-user
  - account name
  - password
  - e-mail address
  - roles added
internals:
- uses (or re-uses) training accounts:
  - nbtrainee001...nbtrainee100
- re-sets the passwords for them
- removes any other previous access
- adds the JASMIN roles to each user account
- adds the role for the training GWS role
