group and filter by proposal issue. #12

Some way of quickly grouping proposals by issue could be good, maybe by adding a separate filter for "GitHub issue" with a formatting rule (e.g. can only be digits). "Comments" is quite freeform at the moment. (filter by issue URL)

This is just group and filter by mail_thread_url. No need to make separate issue number field.
