Not logged in view is a bit inconsistant

Links in nav bar appear that should not. You can see the make new vocab list button. etc.

Views for public:

• phrase list: (not. bulk button) public nav
• proposals list (with no edit, new ot bulk buttons) public nav
• prop view - public nav
• public nav bar - CF conventions, proposals, phrase list

All other views are login only
