remove nccmp #21

Now in Jaspy, remove from jasmin-sci. (Might want to wait until after jaspy-20220721 is the default version before acting on this. Changes don't need to be exactly in sync.)

Removing. Created new SPECS/retired directory in the repo (easier to find again if needed than just leaving them in the git history).
