update python27-netCDF4 #116

A more recent release will be required for later cf-python.

The update may cause backward-incompatible API changes if people have been using methods starting single underscore. Such usage would be at users' own risk in any case, but maybe remind them in the release notes.

Clean build, and reads a file okay.
