update cartopy #120

User requested - ticket 13835.

When doing so, ensure that any Iris cartopy dependencies are correct, and possibly update Iris as appropriate.

Dependencies for cartopy update (0.15.1) are already satisfied, but updating Iris to 1.13 will require updates to numpy (>=1.9) and biggus (>=0.14).

Numpy and biggus updated (as well as scipy), also cartopy and Iris.
