install R ncdf4 package #142

per user request (ticket 16962)

install.packages('ncdf4') builds cleanly when tested in user home directory

Built and tested using example code on page 4 of https://cran.r-project.org/web/packages/ncdf4/ncdf4.pdf (after library(ncdf4)).

Not deprecating ncdf - they can coexist.
