update NCO #144

Requested by user (ticket 17322). Clean vanilla build when tested in home directory.

4.7.3 built. Clean build (though some adjustment of file lists required). Quick test with ncks was fine.

Getting a new nco failure just because the human-readable output format of ncks <filename> is changed. Ought to fix the test. Not going to do anything about it now.
