link cdo against eccodes instead of grib_api #183

Per helpscout ticket 22496 - user reported:

The version of CDO installed on JASMIN is unable to read certain ERA5 GRIB files. Specifically it affects GRIB2 files using a reduced gaussian grid (used for fields such as atmospheric water vapour) returning error:

> Error (gribapiGetGrid): numberOfPoints (542080) and gridSize
> (2748779068800) differ!

User suggested that it could be fixed by compiling against eccodes instead of grib_api. I already built a modified RPM, and the user tested with the binary taken from that and confirmed that it now works with the example file. Just needs adding for installation.

Included in JAP 1.35. Installation date should be announced soon.
