For previous version, gave up with source build issues and used RPM wrapping the binary download from NCAR. If using binaries again, download from https://www.earthsystemgrid.org/download/fileDownload.htm?logicalFileId=e086dd78-cd9a-11e4-bb80-00c0f03d5b7c

Will wrap binaries again. Creating separate low-priority ticket to switch to compiling from source: https://github.com/cedadev/jasmin_scivm/issues/43

/usr/bin/ESMF_RegridWeightGen is now to be provided via package esmf, per https://github.com/cedadev/jasmin_scivm/issues/47, producing a conflict. Remove this from the ncl package to resolve the conflict, and add a dependency on esmf instead.

Removing "RPM ready" tag until this is done.
