upgrade numpy #41

Latest is 1.10.1. Requested by Andy due to "a buglet ... with numpy 1.7.0 that caused a numpy.nanmin of a masked array to be returned as a MaskedIterator object rather than a number".

Labelling as bug, as wanted for the bugfix rather than new features.

Clean build. Basic tests on builder work (import it and trying out one or two simple functions).
