update libhdf5 / netcdf #72

A user has reported what is probably the same issue as is described at https://github.com/Unidata/netcdf-c/issues/233, and the C code posted on that ticket reproduces the problem on our system (hdf5-1.8.12 / netcdf-4.4.0).

Build new RPMs for these packages once they fix this.

The linked discussion claims it was fixed in hdf5 1.8.17.

hdf5 was updated to 1.10.1 a while ago. Tagging as fixed in JAP 1.1-33, although possibly this fix relates to an earlier update. Closing in any case.
