Migrate from cdat-lite (cdms2) to cfpython or iris:

remove all cdms2 references
use cfpython or iris for NetCDF creation - or just netCDF4
replace Numeric with numpy

Affected files are mainly in:

nappy/nc_interface/
nappy/scripts

But there will be others.

Tasks:

[x] Get on the old CEDA-WPS batch server, and write some unit tests, that keep the outputs in a cache (in a zip file?)
[x] Write tests to compare the outputs with the cached files
[x] Re-write the code using xarray
[x] Write some unit tests under: tests/test_nc_interface/
[x] Re-run the tests to compare with the outputs
