Implementation of tape support #66

This is two (get and put) working tape consumers which streams directly from tape to objectstore and vice-versa. At the time of first commit this does not aggregate files yet but will at the point of merging.

This now mostly addresses #40, and will completely upon completion of get workflow changes.
