Easy way to mark something as published
This service is not serving the same purpose as MOLES but it might still be desirable to have a check.
NOTE For CCI Opensearch publication is handled by MOLES. The exposed datasets are marked on MOLES and all others are ignored. Could do the same here with the item-descriptions but it would be good not to run the full indexing operation again, just setting the flag.
@agstephens thinks: this info probably needs to be set somewhere else that can be looked up to decide which items to ignore when indexing.
