This PR deletes the docs/Cedar-Language-Spec-v2.3.pdf file, which documents an old version of Cedar (last updated ~ a year ago). I worry that keeping it around will cause confusion in the future. I also deleted the docs/index.md.old file which is presumably unused & is the only place this old PDF is referenced.
