add 4.0 to version table #126

Update the "doc history" table to reflect the latest SDK versions.

There are still other doc updates required for version 4.0, but those will come in future PRs. See #125.

Reviewers: please check that you agree with my list of changes in 4.0 using the SDK CHANGELOG for reference.

One change that got a (*) in the SDK changelog but isn't called out here is cedar#769

Indeed, thanks for noticing! I felt that this change was "too low-level" to include, and wouldn't result in docs changes since the behavior isn't currently documented AFAICT. Do you think we should include it regardless?

If it isn't a change to the current docs then I agree it's not worth including here.
