Attempt to tidy the introductory page of the documentation.
One thing I noticed is that the word "Cedar" is being used for several things -- the language in which you write the policies, and also the system which manages and authorizes requests against those policies. I view Cedar as a language, like French, so policies are written in it. The tools that do things with Cedar policies, like authorize requests against them, are separate. But it seems that this is totally pervasive in the docs. Maybe this can't be fixed quickly. If so, you should revert the use of "authorization engine" etc. on in this PR.
