Added policy evaluation section #34

Description of changes: The only place policy evaluation was described in any detail in the docs was in the terminology section. The topic is big enough to warrant its own section. So I pulled the existing text out and expanded it. In the process I changed some of the terminology/description to more closely match the code and formal spec.

Thanks! I noticed that the nav_order indicator at the top of the file was inadvertently changed to nav*order -- might need to change back for the docs-generation stuff to work?
