Expected behavior

CI should run on all pull requests

It looks like CI ran on my PR to the release branch: https://github.com/cedar-policy/cedar-java/pull/96

Maybe the issue is specific to PRs from forks to release branches...

Closing because CI seems to be working and has changed substantially since February.
