remove changelogs from 4.1.x branch #1244

Description of changes

Remove changelogs from the 4.1.x branch, replacing them with the standard note that we only maintain the changelogs on main.

Downstream Wasm example is failing because https://github.com/cedar-policy/cedar-examples/pull/197 has not been merged yet.
