Enable GitHub workflow for prerelease branch and package VSIX using --pre-release flag

I pushed a similar change to prerelease git branch to test that branch of GitHub action if check (see https://github.com/cedar-policy/vscode-cedar/actions/runs/8424820558/job/23069575219)
