ci: test against ruby 2.7 #49

ruby 2.7 is going to be released Dec 25th 2019.

Failing because of https://github.com/travis-ci/travis-rubies/issues/60.

ruby 2.7 related warnings already fixed in https://github.com/cedarcode/cose-ruby/commit/a1a119cbd5e544eabfe7014b33649e0442f995c8.

I ran the TravisCI build again and apparently ruby 2.7.0-preview3 is now supported on bionic image.
