Make sure that BILS scripts are loaded when needed. #12

By hooking the load event to when the editor is loaded (by hooking into wp_enqueue_editor) we can be sure that BILS scripts are loaded whenever you'd want to have it. This makes them load on taxonomy edit pages too when using Yoast SEO, for instance.

Thanks @jdevalk! I tweaked the names for the methods since it looks like everything gets printed in the footer now.
