I have been able to create orphan colour pickers in openHAB2 and use the rule your provided to get the RGB % values, for pushing into 3 channels.
However, if the 3 channel values are changed by Velbus events, the colour picker can't be updated. (Or at least, I haven't been able to work out how)
Also, with RGBW tape (for example) being more common now, a Thing that takes the guess work out of a setup would be very useful.
