Fix wrong numbers in outre mer

I tried to fix wrong data for "outre mer".

I also added the missing:

• Guyane
• Mayotte
• Saint-Barthélemy
• Saint-Martin

in parallel, I just to change the value of guadeloupe, I've put 0 for guadeloupe and I've added saint barthélémy and saint-martin. I had put guadeloupe with 3 because guadeloupe is a region with saint-barthélémy and saint-martin.
