add an eyecam spectator mode #15

want to be able to see what the player is seeing/aiming at, etc

some testing showed that chasecam actually shows the same view as a player's, just the target player's model is drawn instead of their gun. may need some further investigation to see if/how other q2-based mods have done this.

figured out with some help from Spike and Paril! available as sv_eyecam in v0.11!
