De-duplicate tests for various 'counter' apps #10

There is duplication between playwright tests of counter-react-ts, counter-react-ts-edit and counter-react-ts-context

Ideally the same test suite would be run against every distinct counter implementation (including the javascript ones, which currently don't have these tests in their packages at all).
