Function form of useStore initialiser #31

If people employ the useStore initialiser, it might be good to have a factory-style function for state that allows you to also execute run-once tasks such as document keypress subscription.

Closing in favour of https://github.com/cefn/watchable/issues/44 probably this should do less not more.
