Update CI for spack and docker #1240

This finally rebuilds the CI docker installations for CUDA and ROCm:

Updating CUDA from 11.8 to 12.4, using Rocky8 linux instead of Ubuntu
Updating ROCm from 5.4 to 5.7
Updating the spack CI build to fix the missing GLIBCXX due to github removing GCC 13 from the installation...
Debug ccache for the windows ultralite to figure out why it's only 50% successful
