Cleanup Project #15

This PR cleans up large parts of this project by correcting linter findings, formatting files, laying down some IDE settings, and organizing the repository.

This PR also adds two new features:

Introduces a mod setting to control how often metrics are written out to the output file.
Adds localization for mod settings.
