Obviously, just like comets, asteroids that have a highlight or a custom texture will remain in separate addons (eg: 2 Pallas, 4 Vesta, 21 Lutetia, 90 Antiope, etc).
These asteroids are different from the comets since most of them have their own models. It might make sense to keep them in separate addons for mobile to reduce the file size of each addon.
Asteroids visited by spacecrafts, or that have any highlights or custom textures will remain in separate addons, for obvious reasons. In fact, Celestia Origin contains a collection of more than 1500 asteroids with their own 3D models, either by light curve or radar. Of course these can be shipped in packs with various other asteroids. The packs will be on average with 100 or less asteroids, after all there are more than 1.5 GB of 3D models of this type for asteroids and a single addon of 1.5 GB would be absurd.
