feature request: implement carousel for developer tools/softwares #8

This task is to implement a carousel similar to the one on the ISB site. Currently, the example I made used the sponsors component in vocs:

The ideal outcome is to have something similar to the example on ISB:

Features:

[ ] dark and light mode support, ideally with just 1 logo
[ ] logos need to all be the same height
[ ] minimal implementation, it should not slow down the site
