fix: removes redundant attempts to start tx clients in the BenchmarkTest's Run method #3591

Closes #3589 Remnant of #3505

With the changes in this PR, the benchamrk test runs successfully.

The CI failures are irrelevant to this PR and are due to #3592 which hopefully get fixed by #3594
