Create v2.2.0-mocha #3916

Context

We need to cut a new release for v2.2.0 to deploy on Mocha. Let it bake for a day

Proposal

  1. Wait until v2.2.0-arabica bakes on Arabica for a day. It is scheduled to be deployed on Friday Sept 27 so we can cut it anytime after Sept 28 if no new bugs are identified.
  2. Create v2.2.0-mocha
