Pull upstream changes from cosmos-sdk v0.46.11 #305

Context

celestia-app is currently blocked on upgrading to Go 1.19 because this fork hasn't fetched an upstream release that uses Go 1.19. See https://github.com/celestiaorg/celestia-app/issues/769

Proposal

Pull upstream changes from https://github.com/cosmos/cosmos-sdk/releases/tag/v0.46.11 which was released last week.
