We need to test these scenarios:

[ ] Deploy 200 LNs, but schedule each LN to be started after 5 sec of the previous
[ ] Deploy 200 LNs. Start with the first 100, then second wave
[ ] Deploy 200 LNs. Start with 100. Stop 100 LNs. Start other 100 LNs. Restart first batch of 100 LNs
