Fire mages casts frostbolt (single target)/blizzard (aoe) when unable to cast a spell from fire school of magic

Can you explain the use for the 'fire spells on cooldown' trigger for frostbolt? See below priorities. Wouldn't lowering frostbolt priority to 9 have the same effect but without the need for the trigger?

Frostbolt: 10 Blizard: 20

Fireball: 10 Scorch: 20 Pyro: 25

Fixed trigger name and condition. Default action is not priority based thats why i did trigger.
