(WOTLK) Rogue abilities not enough energy #190

In WOTLK realm, rogue abilities such as Sinister Strike and Eviscerate show "not enough energy" message when I use them despite they are marked as available (not blue) when I have enough energy. I have to wait longer and keep pressing them until I can use them

My character is an undead rogue

Same thing for Feral druid (cat) - the ability has to be pressed multiple times over and over for the ability to work.
