NHP BG v2 modifications

During the development of NHP Basal Ganglia v2 datasets, a set of changes required:

• User table ingestion module can handle empty layers
• User table ingestion can handle same cell set in multiple layers (only keeps the one with higher rank)
• Incremental Accession Manager can handle unordered input data through id recommendations
