(1) Could we remove "negative markers" from the general schema? CAP doesn't use it, and therefore it shouldn't be in the CAP extension.

PLEASE NOTE - This issue is not about whether CAP should support negative markers - I have no objection to it not doing so. it is simply about schema development.
