More issues with the release process #1025

I have noticed some more things that are not quite right with the release process:

  1. The heading in the change logs has latest in the title instead of the actual version [This will be fixed via Buildbot].
  2. The cibuildwheel is creating Linux wheels that are not uploadable to PyPi [This one I think will be a fix from this codebase].

Point 2. above has been fixed with #1029. Point 1. has been fixed with external changes.
