Reporter: XMPP/IRC pageload announcements. #199

This would be a very low-priority async call after every request, if XMPP and/or IRC configuration information is provided to the server before start.

Reports:

[ ] request method
[ ] complete URL -- fully qualified domain requested, and URI of request.
[ ] remote address
