One of file depends on celo-bls-go-windows repository, but it is empty anymore #30

This file https://github.com/celo-org/celo-bls-go/blob/master/bls/bls_windows.go is dependent on celo-bls-go-windows which is not existing for now.

so I wanna delete it to use celo-bls-go repository from another project.
