Description

Reverted previous changes to implement the static approach outlined in here.

In summary, the totalSupply on L2 is fixed to the CELO supply cap of 1 billion and the distribution schedule is modified to account for this change.

To avoid accounting discrepencies, transfers of CELO to the celoDistributionSchedule has been disabled.

Other changes

• Moved setting registry address to initialize function.
• Updated test variable names.
