EpochManager started nextEpochProcessing but it reverts when finishing

problem is that we have discrepancy between code in release branch vs what is actually deployed on alfajores

there are possible solutions:

Update alfajores code to be in sync with code in release branch
Revert celocli that is used by bot to commit previous to this change c0c1644e5bc00c10c2d97b7544d916f4559e9fa0
