It seems that Brazil has a higher provider failure rate than other countries
- BR = 47% delivery failed
- US = 8% delivery failed in US

Provider errors are legitimate (not Valora/metrics/AS related)
From a sample of phone numbers, these numbers are valid mobile numbers
From Twilio support, these numbers are reported as disabled or not in-use
From this, there's not much we can do here. Will create a new ticket if we can connect with a specific Brazil user that is incorrectly getting this.
