Exchange dashboard for wallet and market uptime #8608

Expected Behavior

Exchange-by-Exchange monitoring for all major exchanges where CELO pairs are listed (Binance, Coinbase, OKEx, Bittrex, Kucoin, etc.) to monitor live status of wallets (deposit and withdrawal functions) and market uptime.

Current Behavior

Many exchanges have their own dashboards for service status, for example: https://status.coinbase.com/ https://bittrex.com/status

This reporting is specific to each exchange and covers all coins for their specific customers.

Reason for Need

We aren't able to assess uptime of wallets and markets across all exchanges at a glance or configure alerting when one of them goes down.
