Fix YAML errors, update and tidy repo #215

Many proposals had YAML errors due to the usage of the wrong types. This PR fixes those issues and the following issues:

Fix all YAML errors in proposals
Fix capitalization error for proposal 70
Remove extra proposal 70 in wrong directory
Provide more context in the example to help reduce YAML errors in the future
